:Is Japan a democratic country?

●月刊「現代」（３月号）を読む(Reading “Gen-Dai” (March Issue)
“Gen-dai”, a monthly issued magazine, is reporting about the problem of the Social Insurance Agency of Japan. My brain was filled with anger when I read the column, written by Tatsuya Iwase. Why can we remain calm when we know this fact? They should be punished but who must be punished? This is our bureaucracy system of Japan. Japan is not a country of democracy. Japan is a country of loyal bureaucracy. This fact lets us know it again.

月刊「現代」３月号で、社会保険庁問題が取り上げられていた。
題して「年金統合・大崩壊の現場」（岩瀬達哉）。
それを読んで、久々に、頭にカーッと血がのぼるのを感じた。

そのまま紹介させてもらう。

「……年金官僚たちは、われわれが納めた年金保険料をこれまで
７兆円も中抜きした上、グリーンピア（大規模年金保養基地）などの
拡充に浪費し、数百カ所にのぼる天下り先を確保して、２５１５名
ものＯＢを養っていたのである。

しかもそうした新たな職場では、キャリア官僚ＯＢで、約２０００万円、
ノンキャリアＯＢでも、５００～１０００万円近い年俸が、年金保険料
を使って支給されている」（Ｐ２８）と。

で、その社会保険庁問題は、いっこうに解決のきざしが見えてこないという。
この怠慢。この無責任。このデタラメさ。

現在、「宙に浮いた年金記録５０００万件」（民主党・長妻昭）が問題に
なっている。５０００万件といえば、日本の人口の約半数ということに
なる。

が、だれも責任を取らない。第一、その追及の矛先（ほこさき）を、
どこへ向けたらよいのかさえ、わからない。

官僚制度の弊害、まさにここに極まれりといった感じがする。
